Still can't make Cathar heresies with reincarnation tenet

Description​

Attempting to reform Catharism will produce an error message that 'Reincarnation is not allowed', though replacing it allows for a reformed religion.

Steps to reproduce​

1. Convert to Cathar.
2. Click 'Create a new Christian faith'.
3. Error message appears in top-right of the religion reformation screen. Error message disappears upon replacing 'reincarnation' tenet.
