Still partisan message in 1.03 when deploying troops

I've noticed in my current game that there are still those partisan messages in 1.03 when deploying new troops in controlled provinces!
I thought it was fixed in 1.03?!
Am i wrong?

I'm also having this problem in 1.03, both when deploying troops and when splitting an army.
