i own every DLC
I just started a new game with my inward perfection empire and have set default species right to 'pop control enabled' and i have noticed that i have no pop growth on my capital after accepting a deal to buy some racket pops, but as soon as i have deactive pop control for racket, pops started to grow again on my capital.
maybe that can help some to play, it just require more micro.
