At first, I thought it was just one of those one time things. On April 7, 1941, the Soviet Union declared war on France. Whatever, I thought, and reloaded the savegame. But it happened again. And again. Finally, when I saved and reloaded on the 6th, it didn't happen on the 7th, but on the 9th instead. What is going on?

We're looking into this for the 0.4.0 release. Apparently ARM is more tuned towards the post-war era (and a hot war rather than a cold war at that), and has a tendency to fire prematurely. Apparently setting the befriend value between SOV and FRA around 100 or so in the savegame things start to look better.
 
As Hagar suggests, you need to reload a save before the Soviets declare war on France and edit the relations section in the Soviet section to 100 or more for France. After that you shouldn't have any problems with crazy war declarations out of the blue. The team is still trying to find out what is causing this problem, but this is a good way around it. I've had the same thing happen quite a few times myself if its any consolation. Seems to be more of a hardcoded thing that is hard to nail down.
 
Hi Makif,

Go to your latest save file in your CORE save games folder using notepad or wordpad, find the section which has the Soviet settings and change the relations value between SOV and FRA (roughly a third of the way down) to 100 or more. Save and then reload. Good luck :)
