I was playing as Scandinavia and was allied with Russia. First, something went wrong and the Crimean war was basically looped and started over every 5 years (with the French, British and Sardinians intervening on behalf of the Ottomans). Still, Russia, was clearly winning and eating the OE piece by piece. At some point, a small isolated chunk of the OE, surrounded by Russian provinces, revolted and became independant Irak.
This continued until I intervened and sattelited the OE during the 7th or 8th crimean war. Irak was not engaged in a war, had no diplomatic treaty with anyone, yet had its war exhaustion going up as if in a war (it had started when they were at war with the OE after breaking free).
After a save/reload, its war exhaustion stopped going up, but it had numerous revolts and revolutions (since it had no army and it was a One province state), which seems to show that this ridiculous amount of WE they had acquired during peace-time was saved and acknowledged by the game.
Did this ever happen to anyone ?
