Are you kidding or seriously there are such ministers for Soviets? And I was just about ordering SRCW... I thought that it's similar to PI games at least in terms of more or less proper historical research and start-up setting. Now I see it's a real "sandbox". Not my story :(

Chill out. They're just names that don't influence a single thing. The historical set up is done very well, and the names are an oversight at best. Less drama.
 
Leader names have been researched but not the individual ministers since the way the game divides departments is already an abstraction of the way governments work. IRL countries have different divisions of duties per "department" but for an effective game it needs to be a uniform control system.
