When you strategically redeploy all divisions under a leader and there is another stack in the same province commanded by a leader with a lower rank, the leader of the redeployed divisions will assume command of that stack. This can even happen to militarily controlled units, causing your great general to assume command of a puppet's army, resulting in him forever being lost to your puppet.
