As the US I DoW'd Spain to grab the Phillippines, etc in 1846 or so, after grabbing Hawaii, so I would be well positioned to colonize the Pacific. Unfortunately, despite grabbing all of Spains overseas colonies, including the 2 islands near Spain, she refuses to surrender her colonies to me.

Is there anything I can do, or should I wait till Vicky 2? Or perhaps invade Bali and hope level 2 ports reach the Marianas.

Mexico wasn't this annoying to satellite.
 
AFAIK, u can't do any thing about it. i had the same problem playing as Spain and grabing all France's North African colonies. i took the colonies, and blockaded all their Mediteranean sea routes so they can't send any reinforcements, and so i was only left with a couple of partisans to deal with. any way, no matter how low the deal was, they wont surrender. i saved my game, restarted it and with enough patience, i found them offering peace deals. i kept rejecting them till they sent the peace offer that i was hoping for. try that.

Edit: i really do hope this is addressed in Vic 2. i heard something about the removal of colonial wars.

This is a good example where I feel totally justified doing F12->neville. Make a reasonable offer to them, and force them to take it.

Personally I might only take a small chunk of their holdings, and keep fighting them later. But taking them all in one fell swoop would be reasonable as well.
 
You haven't taken any of Spain proper? In my recollection, colonies are counted very little towards war-score. Take the fight to Spain...invade Seville, march into Madrid...dictate peace at bayonet point.
 
I assumed this was a colonial war, but if he's taken the Baleares then maybe it isn't.

You could always take Madrid. Then he'll agree to pretty much everything. Still though, as Japan I've taken all the Dutch East Indies in colonial wars pretty readily. Maybe it's an AI difference?
 
I eventually gave up, reloaded, and grabbed Bali. Level 1 ports there were enough to grab the Marianas, which is what I wanted.

Not sure if Spanish overseas possessions were colonies or states, to be honest. But the islands I grabbed near Spain added little to my warscore, but had a value of 14% each. Even when I occupied Spain's opm ally, Spain refused to negotiate.
