"stuck" group of citizens? [PS4]

I placed a cryopreservatory from the High Tech Buildings DLC to replace a group of high density residences. Which ended up having all the citizens living in the buildings move out but just stood there instead of finding new residency

The group of about 60 people have decided to stay standing there menacingly. Removing roads or buildings just has the group move nearby together. Must be noted I'm modless since I'm on the PS4 version of the game. I have a recording of when it happened

Please attach the output log and the particular save file.

How to retrieve the Log file:
* On Windows, the log file is found in the Steam game install folder under Cities_Data/output_log.txt (to open the game install folder, right click your game in the Steam library, select Properties, go to the Local Files tab and select Browse local files)
* On Linux, the log is found at ~/.config/unity3d/Colossal Order/Cities: Skylines/Player.log
* On OSX, the log is found at ~/Library/Logs/Unity/Player.log

I'm on the PS4 version of the game.

My best guess is that they are waiting for taxis, unless you're not using those.
