This is a rather strange problem, and the first I've encountered with this game so far. An hour ago, I closed the game down for ten minutes after playing for a while without issues. I didn't modify any files at all, anywhere on my PC. No updates in the background or anything that would otherwise create conflicts. When I started it back up about 10 minutes later, the game loaded up fine until the "Loading Graphics" part. Now, the outer "border" of the loading screen doesn't fade into the edges of the screen, even though the loading screen itself fades into the game map. What's stranger is that something inside the computer, I assume the CPU, is spinning wildly out of control. I haven't been kind when it comes to benchmarking, but nothing has generated so much heat that the fans have been going to 100% on a main menu.

This has me completely puzzled. I'm currently running a virus scan to ensure I haven't awakened a sleeper, but I very much doubt it considering the limited scope. I have tried two other games, Trine and Europa Universalis III, and both function perfectly ingame, so I have, for now, ruled out the possibility of the GPU collapsing in on itself. Also, I should note that if I tab out of the game and back in, the loading screen border disappears, but the fans continue to spin up in speed until they max out at 100%, which is unusual as the hardware generally runs extremely silent. Any clues?

I'd try a full clean reinstall.

If this is Steam: uninstall the game from Steam and move any valued save games elsewhere. Manually delete the CK2 directories from under the Steam AND MyDocuments folders, now reinstall the game via Steam.

If GamersGate: Move valued save games elsewhere, and uninstall the game. Manually delete the CK2 directories from where GG put them and from MyDocuments. Reinstall the game , download 1.05c patch again and apply it.

I had the exact same issue: The "Loading Graphics" part of the game launching was extremely slow and my graphics card started overheating (more hot than when playing BF3 -.-)
I had recently played some Counter-Strike where I had turned vertical sync to "Force Off" in the Nvidia control panel so that I could have a 100 FPS in CS.
I can only guess that this same setting causes CK2's FPS to spiral out of control and overheat the GPU and bug the "Loading Graphics" part.

I fixed it by going back into the Nvidia control panel and turning vertical sync to "Use the 3D application setting".
