Stuttering - Between day cycles

So here is my issues:

Between the day cycles there is a unbearable pause of lag, whenever the day hits 24:00. I have no mods installed. It's utterly dreadful grinds the whole game to a halt for like 5-10 seconds, until it's over and passes through the next day only to repeat the processes.

My rig is rather high end.

Has the game always been like this for you? Or only since what change or update?

Do you also have Windows 10 with the January Creators Update installed? If so that's almost certainly the problem, I have reports of such issues with HOI4 and PoE at least.
