This is the second game in a row that I've had the SU DOW France in early '41. In the first one I was playing the US and in this one Germany.

The SU is weak enough already so I don't want them being at war with the allies too.

Any ideas what might be causing this?
 
I've had this happen also while playing as the UK and as the USA.

ARe you playing ARM or DD? It might be related to something with ARM as I haven't seen that behavior doing DD based testing. Also would be helpful to check the FRA Belligerance to make sure something isn't out of line there.

I'm playing with ARM, and the FRA belligerence was zero.

This USSR DOW is a cheesy (or as Baylox is overly fond of saying, 'gamey') way for the USSR AI to go back to a wartime economy at virtually no risk since the allies are in no position to hurt the USSR (the USA is still neutral when it happens).
 
It has been suggested that what is happening is that the ARM "cold war" AI is kicking in too early, but I haven't seen any demonstrated evidence of this - it is just a comment put forward by some people.

Hi,

While this may seem to help the SOV by getting them at war and mobilized it also hurts them as once the Lend Lease events are working properly it should prevent them. From a SOV perspective it would be far better to DOW some insignificant minor like TIB. One way or the other, this isn't behavior we want. Unfortunately it's a bit hard to see tell why it is happening.

I'm playing ARM (that's the latest one right?) and I can't see anything out of whack with France's belligerance.
