in a mp game I tried to obtain some submarine techs as Germany when I found out that I need the "Submarine Anti Naval doctrine" vor the "heavy submarine torpedo". So far so good, but I also need the "heavy submarine torpedo" for the "Submarine Anti Naval doctrine".

Which mod do you have installed, as the default 1.06 doesn't seem to have the techs you refer to. There are a bunch of tech applications dependant on #13102 (Unlimited Submarine Warfare Doctrine) or #13204 (Wolfpack Doctrine), but these do not depend on anything other than other doctrines.

These are part of the C.O.R.E. mod so you need to ask in the C.O.R.E. forum. However, in my copy of C.O.R.E. 0.71MP the doctrine does not require the torpedo tech.
