I'm playing with US, i'm in 41, with normal dificulty and furius agressive, and the organization of my subs is 2, I have researched several naval doctrines, I though it was because I hadn't any sub doctrines resarched but I have researched the two unique sub doctrines and my organization continues in 2 the other naval units are in 60. What is happening is it a bug? or i'm I diong something wrong

This was an attempt to try and make subs behave more like real subs. Come in quietly, attempt a crippling first strike, and then flee. It works surprisingly well. A fleet of subs will almost always cause some damage but they don't always sink anything and they almost always have to flee.

Against small fleets they're devastating. Against large fleets they're canon fodder.
