When going nanite ascension, you can stop subsuming the world to reset the progress and start it again.
It will continue adding nanite blockers which give 0,5 nanites each, it will continue adding them durning the subsume situation

AFAIK the situation speed simply scale with the number of available districts (so that it can create 2 blockers each year), so even if the situation "resets", I suspect it will still take the same amount of time (and create the same amount of blockers).

Does the speed of the situation change after reseting it?

The 0.5 nanite from planets seem like nothing compared to the number you get from star bases.
I feel like your better off just making machine worlds.

those 2 are not exclusive
you can build the starbases and subsume and reset worlds at the same time
