Succession Law Change Blocked : Reason is missing : Hereditary Rule innovation not yet achieved

Description​

When trying to change Succession Law from Confederate Partition to Partition, the game correctly detects that the Hereditary Rule innovation is not present, but the screen just says "All of these" without listing the reason for the failure.

Steps to reproduce​

1) Be in Early Medieval era, without Hereditary Rule yet discovered n your culture
2) Be on Limited Crown Authority
3) Have all Powerful Vassals support the change (positive opinion)
4) Attempt to change Succession Law to Partition.

Took me a long time to track down what was happening.
Should be an easy fix?
