It's actually a reference to one of the rarest events in EU4, "More Buns for the People", which itself is supposedly a bit of a tongue-in-cheek reference to Paradox's own DLC policy (or those who complain about it).

But I'm honestly not wholly convinced; in fact, I'm only beginning to fathom the extent of OP's perfidy - at first, it would seem only rich pops are targeted by this so they could murder freshly-conquered local elites.
However, I'm pretty sure they're actually planning on exploiting the well-known "Let them eat [DeadlyPan-] cakes" ability in the Age of Absolutism to genocide half of France.
