Okay, so the new plazas DLC would benefit from the following new features:

1. Car park- somewhere to park before entering the car-free zones
2. Golf buggies- please consider allowing golf buggies in car free areas
3. Mixed Zoning
4. Car ferries- Not really relevant to this DLC, but definitely an absolutely needed feature- car ferries. But this would require a patch which disables pocket cars from passenger ferries

Honestly the car parks are must. And if the car despawning was turned off they would be not just an prop, but that could add an extra depth to the game - either build a good public transport or waste your limited city space for car parks. But I don't think that would happen (unless some hard/realistic mode will be introduced - yes I know that these are features that exist in mods but we're talking about the vanilla game, not modded one).

The thing is, without car parks and cars spawning and de-spawning all over the place it's not really car free neighbourhoods, it's just invisible cars. If we're going to fix the car spawning problem, it's the perfect opportunity to add car ferries

Public transport stops would need to be accessible without cars in pedestrian areas

I mean, it's all well and good to have car free zones, but if the lack of cars doesn't become an issue in and of itself, then you might as well have invisible cars. If you're just gonna have invisible cars, what's the point in buying the DLC

So some issues with car free zones include- parking- where do you leave your car when not in use? If you just have pocket cars, then that just becomes invisible cars
Logistics- As a courier, this is something I can relate to- how do you deliver things to places without a vehicle? Letters and small parcels can be delivered by bikes and motorbikes, but what about larger items? E.g. truck loads of stock for supermarkets? Or frozen food? Or televisions? How do you deliver that stuff?
Emergency services- how do police, Police motorbikes? What about fire services and ambulances operating in places with no car access? And for that matter, what about garbage and dead removal? And (where applicable), snow removal?
What about the disabled? How do they get around without cars
If these issues don't get addressed by the P&P DLC, then you just have invisible cars, which isn't worth downloading

Also, other features which aren't worth downloading the game without:
Public transport hubs which are accessible without cars. I mean, how do you have a walking area without public transport access?

Other features would be nice to have include:
Car ferries- considering that this DLC will need to disable pocket cars, now's the chance to add car ferries. Having car ferries distinct from passenger ferries will allow car free islands
Police stations plopable in car free zones which use police motorbikes
Decide which vehicles can use car-free zones- (vespers? e-bikes? motorbikes? bikes? Golf buggies?) Golf buggies would probably better with a golf course DLC, and then you can make laws about where you can drive golf buggies- but this way, you can have golf Buggie only roads
Bus only roads- the workshop has these, but they're lacking. Bus only roads can also create proper Bus Rapid Transit Systems
Mixed zones- Please introduce these

With regards to parking, someone should be able to create parking garage! Then you can raise or lower the price of that and evolve it!

An ancillary benefit of allowing car parks in Plazas and Promenades is that you can build more roads without parking (such as bike lanes and and bus lanes). I don't build such roads because I worry about parking, but by allowing car parks, it solves that problem. Also, with speed limits in pedestrian roads, will that also apply to underground or elevated sections, or will it only apply to surface level roads
