At a certain point in time (bookmark wise), Summerhall becomes significant for the Targaryens, as it's their summer residence and helps with various dragon related things.

However, I'm unsure whether Summerhall (which has a different name at one point, I think) can be made significant, as in made into a summer residence, without having to actually use a much later bookmark which has Summerhall actually established as a Targaryen residence. Not sure if that really makes sense.

Is there some sort of event which gives the player the option to assume control of the county, or is the Targaryen Summerhall only relevant/permissible during a certain time period?

The Blackfyre Rebellion starts in Blackheart, which becomes Summerhall in the dates after the rebellion. In my experience playing, it's always considered a normal county by the Targs. I've even seen it go to some third cousin who becomes a vassal of the Baratheons.
