hmm, I believe that is after the Non Agression pact ends between the USSR and Germany, meaning its fair game for you to come in to force your claim. I am at work atm so I cant really look it up in the rules, I think its allowed though.

The NAP ent at 1th of may 1940. Does it mean that SSSR can attack germany then, even if she is maybe still in France.

The Intent of the rule is to give Germany diplomatic freedom to wage war, I think the best solution is that USSR can attack Romania if they refuse the event, which gives the Axis a reason to cede the territory to buy themselves time to operate. Otherwise historically, Germany did break the treaty so I think thats the way we should proceed. USSR cant attack Germany until June 1941, but Germany can break the pact at its convenience.
Do you feel thats a fair ruling?
