Hm, is the climate bugged? Start in January and it is summer at 28c. I'm also not unlocking any expansion permits with milestones.

i believe when i made the map
i accidently chose a climate that was in the South Hemisphere
though i didn't know it at the time

but once we can edit climates on our maps this will be fixed right away
