Support independence cannot be cancelled

Description​

A peace treaty used to cancel support for independence, however this seems to be broke in the latest DLC

Steps to reproduce​

1. Play as holland
2. Take Brabant as vassel
3. Have liberty desire > 50
4. Rivals will support independence
5. Peace with rivals will not cancel support (Austria/Britanny)
6. Good relations and Ally with ex-rival will not cancel support (Venice)

None of those things broke the support independence in any recent version. To break the support, you need to get your subject into a war with the country which is supporting their independence. Then it breaks immediately even before a peace treaty. But your vassal is currently on scutage so they won't join you in wars
