Supposed random event(s) not random at all !

I'm playing as USSR and it's October 1939. I have above 400 IC and research speed at 155%. Now, either "university disaster" (much more often) or "pacifist industry" event happens every time i load my savegame, so i ask WTH? I understand, that some things are for balance, but it's like nasty asian-style trick. It happened also in 1.03 as i remember.
