Asteroid Rockets not loading requested Items

Please explain your issue is in as much detail as possible.
I really need help on this one. The newly purchased Asteroid rockets that I purchased will not load the requested resources.
To duplicate with the saved game I have do the following:
1. Purchase new Asteroid Rocket
2. Click the edit payload button when you land the newly purchased rocket.
3. Select items for payload of Asteroid rocket.
4. Click Request.
5. The requested items never get loaded onto the newly purchased Asteroid Rocket.
I have a game file attached for review.
FYI, I am not sure if one of my mods is causing this issue and if so, do I need to start a new game to get this function to work once the suspect mod, if any, is disabled?
Any help would be greatly appreciated.
