Please explain your issue is in as much detail as possible.
The concrete cost is meant to be reduced by 80% , when building the diamond dome from gem architecture breakthrough it does not work

I think I know why. when you research that breakthrough, it only counts for newly placed domes, and not ones that were placed before hand. Try placing one down after you researched it, and make sure no resources are underneath it.
