Camera Jumps/frame skipping while rotating camera with middle mouse button!

Please explain your issue is in as much detail as possible.
Camera jumps/skippings frames while rotating the camera around with the middle mouse button.
zooming in and out or panning the camera is fine
changing video settings (v-sync on/off) or different graphics quality settings doesn't make a difference on my system.
Game is running at 60 fps on ultra details!
Hardware:
- Intel i7 4790K @ 4,2 Ghz
- Asus Z97-A
- ASUS AMD R9 280X
- 16 GByte RAM
Software:
Windows 10 pro (64bit)
AMD graphics driver version: 18.3.3
Video had some encoding issues (microstuttering), but the big frame skips are still visible in it and are the Issue I described above!
Can you replicate the issue?
yes, start a new game and rotate the camera around with the middle mouse button.
