Please explain your issue is in as much detail as possible.
I started a game with no DLC installed on a friends steam account. I researched CO2 Jet Propulsion (as well as all other Shuttle related researches and more) to unlock the Shuttle Hub. After that I bought and installed the game and all DLCs on my own steam account and copied the savegame over. Now I can no longer build Shuttle Hubs. I tried turning off some DLCs and reloading my last safe bevore I installed the DLCs (later saves can't be opened without the DLCs installed). As long as Space Race is installed the Shuttle Hub simply disappears from the build menu. When I deactivate Space Race and open the same savegame it's back in the build menu.
The attached file is the last savegame before I installed the DLCs.

Can you replicate the issue?
Yes. Reloading the same savegame with or without Space Race perfectly correlates to not having or having the Shuttle Hub available. I have not however tried starting another game to replicate the bug, but older saves of the same playthrough show the same behaviour.

Thank you for your report and the save game. I'll take a look at this and see if I can figure out which DLC causes the Shuttle Hub to disappear.

I'm able to reproduce the issue after installing the Space Race DLC. A report for this issue has been raised.

Yes it is. I'm not a dev, but I checked again with my old file and I still had the issue.

I'd recommend you just play on a different save for now or uninstall/deactivate Space Race while playing on that file. Alternatively, if you really want to play Space Race on that specific save you can make a mod that adds a building with the same features as the Shuttle Hub. It's just a workaround, but it worked for me.
