cannot restart after closing down game

when i close surviving mars everything is fine, but when i try to reopen i get the message. "instance of the game is already running." it doesn't show up in task manager, but it does show up in advanced task manager. trying to kill process doesn't work, i get an access is denied error on that. the only way to launch surviving mars a second time is to perform a reboot of the pc. verified game files 100% don't know what else to try. no mods.
