Children births now under control but "middle aged" pile up and don't become senior.

Please explain your issue is in as much detail as possible.
I can control births now. Children then move to youth. Then to adults. They they stay "middle aged" and my existing senior never die... EDIT : they do, after a very long time.
Can you replicate the issue?
Yes. Tried different save games.
