Children will no longer relocate to a new dome.

Please explain your issue is in as much detail as possible.
I built a dome for raising children, and removed my old Nurserys and Schools, but even setting the dome to prefer children, and setting all other domes to disallow children, the children will not reloate. Earlier in this game children relocated fine, so it could have been related to the recent patch, but since old patches are not available under the Steam Betas as they are for games like Europa Universalis IV, I can't roll back the patch and check if it was the cause.
Domes are open and available, some children in other domes are even homeless, and still won't relocate to the new location. I can manually relocate the children one by one to the Nuserys and they grab a shuttle and head right over.
Can you replicate the issue?
