Please explain your issue is in as much detail as possible.
Covert ops rocket will not launch, says not enough colonists. I have 28 officers and it only requires 6 so this is a new bug .

Can you replicate the issue?
Yes, it's impossible to launch a covert ops rocket, regardless of how many officers you have.
