Please explain your issue is in as much detail as possible.
Having hard blocks (thumbs down) on age does not stop people from entering the dome when the colony is has high population.
The filters should be a hard block, but the colonists ignore it.

Can you replicate the issue?

The filter only works if there are other locations in the colony that accept the blocked colonists that have free space.

For example, all of my domes block idiots. So in order for that to work, I have a megadome set to invite idiots with lots of empty apartments and some menial labor. For best results only build stuff that can be repaired with concrete and metals.
