Please explain your issue is in as much detail as possible.
I have a water extractor on a deposit of water right next to the elevator underground. Its only dependant is a fuel refinery, so it is mostly idle, saying it can pump 5 more units but there's no demand. Meanwhile on the surface, the grid transfer info tooltip says there;s a shortage underground so it is sending 1 down, causing a shortage up above. I disabled all mods, destroyed the elevator and rebuilt it (per some advice on the Steam forum) but that didn't fix the issue.
