Flattening not working, children births can't be controlled

What is your game version?
7299998

Do you have Space Race installed?
No

Please explain your issue is in as much detail as possible.
I can't flatten ground or create a ramp. Births even at "births not allowed" still occur creating overpopulation. I have tried all options including that new (?) one "until full". I did that with CTRL to stop births in all domes. The display of domes and vehicles below is also weird (icons are like stacked).

Can you replicate the issue?
Yes. Restarted the PC twice then tried mutiple savegames. Same issue.

Abstraction is the studio that took over the development of the game, so there's nothing to worry about with that extra screen :)

Regarding the other issues you reported - could you tell me if they also occur on new save files created after the latest patch? Also, do you have Below and Beyond DLC installed?
 
I have the same uncontrollable births issue in a new save started today, also landscaping in general might be bugged because I had a simple two drones finish a long ramp that needed hundreds of rocks in very short time during early game, but I'm not entirely sure it was a bug because I wasn't looking, it just seemed way too fast compared to before.

Hello. I have started a new game after the Sept. 7th update. Even with "Births not allowed", colonists still make children. But the flatten tool works now.
I have not sure what the Below & Beyond DLC is but I guess an extension that I don't have.
