Please explain your issue is in as much detail as possible.
The forbidding births function isn't working anymore for some reason, after installing DLC. I replied on this reddit thread.

After getting the latest update with the new option to set birth policy to ( ! ) "Allow births if there is room", I noticed that "Forbid Births" stopped working. I had a colony with over 10 domes on sol 100 that forbade births in all domes, but had dozens of births a year despite all domes being overcrowded and set to "Forbid Births".

Changing to "( ! ) "Allow births if there is room" reduced the birth rate slightly but I'm not sure it did not solve the overcrowding problem.
