Forbidding export does not work

Please explain your issue is in as much detail as possible.
I ctrl-clicked forbid export button so it is red and reads "exports are forbidden" and should disable exports for all rockets.
Still when my rocket landed drones started to transport rare metals (RM) into the rocket. drone goes in carrying RM, comes out without the RM. Colony inventory shows the RM count decreases BUT the rocket inventory does not gain RM. so the RM is annihilated and I didn't even get money from it. What is even more strange this only happens to one of my 2 rockets.
Can you replicate the issue?
I attached savegame where the rocket is just about to land. if you check the rocket you see exports button is red and if you keep an eye on the drones some will bring RM from the RM stockpile a little right of the rocket into the rocket but the rocket cargo is not increased.
