Please explain your issue is in as much detail as possible.
Refresh rate cannot be set to 144Hz in Fullscreen mode. The only option is "default" whatever that might mean.
My Workaround is Window mode:
1. Select Windowed
2. Apply
3. Select 1440p
4. Apply
5. Hit Alt-Enter
6. Confirm Dialog
This takes my Desktop's 144Hz setting and I can play just fine.
Unfortunately I have to go through all these steps again every time because the game does not persist the resulting settings.
