Martian University Needed Specialisation Count Wrong

What is your game version?

Please explain your issue is in as much detail as possible.
The Martin University isn't taking into account the fact that my seniors can't work. I have seven engineers, five of them seniors, and because I only need six engineers total to cover my enabled factory shift, it's not automatically training any more.

Can you replicate the issue?

I think it also should check if some specialists are working in no spec jobs, like the diner. Or give us an option to say we want X number of no spec colonists in a dome and send the rest to the University dome. Or, even better, automate it.
Shouldn't be that hard: Count total jobs in dome per spec, subtract working (!) pop of that spec, move pop from negative numbered dome to positive numbered dome until one number is zero. If no surplus of spec workers exists, use (total jobs - total working pop) and send surplus no specs first, then surplus wrong specs. Then rebalance intra-dome. Recheck on death/retirement of colonist living in the dome, birth and on university graduation or other spec changes. This would even automate university domes as the jobs in the university are "no spec" jobs, and no spec is also a spec that needs to be calculated.
This would not use the priorities yet, but is a good start for equal prio domes. Maybe allow higher prio domes to pull spec pop out of lower prio domes equaly, then rebalance those against each other.
