Please explain your issue is in as much detail as possible.
The mouse cursor is overriding the controller, makes it very difficult to scan sectors.

The selection bounces back to where-ever the mouse cursor is.

Additionally, the mouse cursor is still present when in controller mode.

Can you replicate the issue?
yes, I've restarted several times.

Affirmed the last point as of playing the new terraforming expansion this week. When playing with a controller, the cursor incorrectly fails to disappear. I have to grab a mouse and manually and carefully move the cursor to a corner out of the way of the interface but not to the edge or else unwanted edge scrolling behavior takes effect. There is no option I can find or have found to either disable edge scrolling or the cursor itself. This should be fixed by making the cursor disappear once a controller, such as an xinput controller, has been detected.
 
Someone responded earlier and may have deleted their response?

For the record, they suggested I change the setting controls->scroll-outside-window to 'off'. It is already in the off position and edge scrolling still happens.

I'd simply prefer the mouse cursor be disabled when using a gamepad. The game already auto-detects this and makes UI adjustments to show xinput controls for actions. Turning off mouse cursor in the same action should be pretty straightforward.

Playing this game with a controller / on steam link is painful.

There are some mods which disable scrolling when the mouse is on the edge of the screen, but it doesn't stop the selection jumping to the mouse pointer when placing rockets, buildings, etc. Incredibly frustrating.
 
I realize this thread is rather old, but it's still an ongoing problem.

What I did to work around the problem, is to simply place the mouse cursor in the center of the screen. This way, when I'm placing a building and it snaps to my mouse cursor, the building still gets placed in the right spot. I hope this helps someone!
 
I think the mouse pointer is handy for controllers that also has a trackpad (e.g. Steam Deck). Sometimes using gamepad could be inconvenient for certain things (e.g. selecting drones) and it’s nice to be able to use the trackpad.
