Please explain your issue is in as much detail as possible.
I had two domes in this game, lets call them Dome A and Dome B. These two domes were in walking distance to each other so people could move between them.
Since i had built the university in Dome B i wanted to have my unspecialized people move there to recieve training, so i did say "Prefer non-specialized people" in the dome-filter menu für Dome B - there was also a preference for engineers enabled. Dome A had no filters/preferences set at all.
After a while i could see a stream of people moving from Dome B to A. Once they entered Dome A they immediatly turned around and moved to Dome B, where they turned around and moved to Dome A etc..
All these people were non-specialized and the problem dissapeared once i removed the "no specialization"-preference in Dome B.
What i think might have caused the issue was that Dome B had no open work slots, while Dome A had. So the people probably decided to move to A because there were open jobs there - but then decided to move to B because of the preference-setting.
Can you replicate the issue?
Unfortunately i don't have the save game any more and so far did not try to replicate the issue. (I will attach a savegame once i can replicate it).
