Please explain your issue is in as much detail as possible.
I had Rocket flying to mars from earth. It was cargo rocket. When it had around 80% of progres on flight towards mars tech "plasma rocket" (decrease travel time of rockets by 50%) was researched. This caused the rocket progres to decrease into negative value ~ "-15%". After that the value was getting smaller and smaller until it reached "0%" (-14%; -13%; -12% and so on). After travel time reached -1% it turned to 0%. After that it started to rise again until it reached 100% when the rocket had arrived to mars (finally! XD).

Pilot from the rocket be like: "hey guys! Have you heared the news?! They made them new plasma rocket! I can already see mars but ye know wha? Lets turn this baby around and head back home to install new stuff, whada ya say? Huh?" XD

Can you replicate the issue?
If I recall it happened to me earlier on previous play-through but I didn't notice then. Also I think the issue my be happening with different techs with similar abilities. It might be a general issue how general in game math works and in particular how game handeles negative values.
