Possibility to call rockets from Earth even during the "third world war" (when they are disabled) mystery by having no free rockets while attempting to send an expedition in the planetary view. I can call both passengers and cargo.
Can you replicate the issue?
Yes. By having no rockets landed or "free" on Mars the game proposes you to call one from Earth even if you are not supposed to be able to.
