Please explain your issue is in as much detail as possible.
After installing the latest patch (below and beyond) I am no longer able to flatten terrain and request passengers in a savegame created before the update.

Can you replicate the issue?
start a savegame from before the update.

I’m experiencing the exact same issue. No solutions have been found yet
