Please explain your issue is in as much detail as possible.
High level: There is rocket footprint (yellow unloading zone) that won't disappear. The rocket launched years ago, but its parking spot is still reserved on Mars. I can't build anything there.

Details. I believe this was an Earth rocket, not one of mine. It was in the final mission for the World War scenario, where 5 rockets show up to be filled with resources. I didn't land them all at once, but was staging them in across several landing zones. I had just filled the rare metals rocket, and it launched, and was then landing the metals rocket in the now vacated landing zone. The rare metals rocket gave me enough positive credit to end the scenario, so the other rockets took off unfilled or partially filled. I believe this was the one rocket that was in the process of landing when the scenario ended. It was not on the ground, and not in orbit.
So my theory is it never landed, it just vanished. So whatever code clears the reservation of the landing zone on launch was never called.

Regardless, I would have liked to build a dome there, and cannot. =)

Can you replicate the issue?
That would be a lot of work. I have some save games, but I don't want to go through years replay to see if I can recreate.

I just had this problem as well.

I found an older save which I had rare metals. Rocket wouldn't launch, so I tested the workaround by loading it with metals. It launched, and left a foot print, that never went away.

Going to try it again, and see if it can be reproduced.
 
Never mind, found saved file.

This save is from Wednesday before update and fix. All rockets on Earth, none on Mars, all set to manual. No dust storms.

Launch rocket from Earth. Unload when it arrives. Reload with fuel. (I landed between and below, both domes, if it matters)

1) Won't launch.

Use workaround, and load with rare metals.

2) Launches and leaves footprint.
