Please explain your issue is in as much detail as possible.
The Shuttle Hub does not appear in the build menu, neither in Infrastructure nor in any others. And yes, I know that the CO2 Jet Propulsion has to be visible for the Hub to appear and researched to be selectable. It IS researched, and there is no hub available.

Can you replicate the issue?
I disabled all mods and started a brand new game as Rocket Scientist (that profile grants the CO2 Jet Propulsion tech and the Shuttle Hub building from the start). The tech appears as researched in the tech tree, but the building is not in the build menues.

I don't know what could cause that, it's not a known issue with the game.

What I'd suggest is a full clean reinstall of the game:

- move any valued save games elsewhere; they are under
C:\Users\{UserName}\AppData\Roaming\Surviving Mars\{large number}\
- "uninstall" in Galaxy-Surviving Mars
- manually delete both the Galaxy/Surviving Mars AND C:\Users\{Username}\AppData\Roaming\Surviving Mars\ folders
- re-install game in Galaxy, run a Verify when done.
- add MarsGoG.exe to the exceptions list/whitelist of your antivirus app
- start the game with no mods active and test with a new colony

In particular you need to make sure there are no files or folders left under either the Galaxy SM or AppData SM locations, before installing again.
