Steam cloud sync error (win 10)

Please explain your issue is in as much detail as possible.
I will quit Surviving Mars after playing in game, and then steam will attempt a could sync but the percentage never goes up. I'll have to close steam completely to play another game. This affects services outside the game. Please fix ASAP.

Can you replicate the issue?
Yes this happens every time I exit the game while playing a game, regardless of how long I play the game. The only time it happens is when I select the quit to desktop option directly from the in game options menu. This will not happen if I first quit to main menu, then quit. It will not happen if I run the game then quit before starting a game. It doesn't mater if I play a saved game, or start a new one the issue is persistent in any played game.

Running settings on Ultra with PC Specs:
OS: Windows 10 home 64 bit (10.0 build 16299)
Mobo: MSI X99A Gaming Pro Carbon
CPU: Intel Core i7 6800K 3.4GHZ liquid cooled
RAM: CORSAIR Vengeance LPX 16GB DDR4 3000
GPU:MSI GeForce GTX 1080 8GB
EVGA Geforce GTX 760 2GB (dedicated to physics)

I did see myself yesterday that this took a long time, but it did get there eventually. How long did you wait please?
 
I see now that it is getting there. I've been waiting about 40 minutes and it's gotten to 66%. Based on the fact that the upload speed is around 50 KB/s and it appears to be syncing roughly 110MB worth, that does make sense. I guess this is a matter of "it's working, but not at a useful speed"?
