Susan Zann (the eponymous "Stowaway" from the Stowaway event chain) doesn't gain the Founder trait even if her event triggers for the first rocket to arrive on Mars. Even once the secondary event fires when she grows from a child to an adult (giving her traits), she still does not become a Founder. The Encyclopedia entry for "Founders" calls them "...the first human pioneers of the red frontier and the first residents of the fledgling colony," so she should *probably* qualify.
