Please explain your issue is in as much detail as possible.
I have built several lakes but the water percentage will not increase. I have been able to increase it with rocket missions only.

Can you replicate the issue?
yes, this also is happening in another game, both attached.

I'm just going to throw this out here. If you have an integer percentage (such as 5%),it won't show far-down decimals, such as 5.01%. The top of the screen won't update until it's 5.1%.

Also, if a lake is frozen it won't do anything.

I appreciate the response, but that's not it. In one of the saves there are a bunch of lakes and I let it run for like 100 sols, to be sure, lol. I've fully teraformed many times in the past; this is definitely a newer bug.
