I have the same issue.

My hardware:
Version 227.923
GPX AMD Radeon HD 5800
CPU Intel i7 2.67ghz 4 core
OS Windows 10.0.16299

Have tried low & high graphics settings, and tried turning off what I could. And reloading + rebooting.

I have exactly the same problem

I play on steam Surviving mars (on macOS Version 10.13.3) and I am missing the textures on the lower part and in science.
Any idea/ suggestions to help me out?

I have the same problem as in first post, I'm on Win10, card is ATI HD5970 with latest available Crimson drivers.
At first I thought this is some 8-bit homage or smth ;]
