Tourists stuck entering hotels and not aging

Tourists get stuck entering hotels. They get assigned Status: Unknown and keep walking on the same tile without moving (trying to enter the hotel). The tourists don't respond to any commands and don't care if I disallow tourists from that dome. The one way I have managed to get them moving again is by deleting the hotel (they are still stuck) and then building something on top of the stuck people (they are forced out of the way and are freed). But this does not solve the issue as the tourists just get stuck next time they try to enter a hotel again. The biggest issue with this is that the tourists don't age so they will never be ready to leave the planet. This has persisted through reloads and restarts, but I have not tested a new colony.
I saw some other report about tourists not aging, this might be related to that (as this caused them not to age).Can you replicate the issue?
Yes, within the same save file. Explanation above, but in short delete hotel, build something on top, new hotel, stuck again, repeat.Attachments
